My 13 year daughter has stretch marksOP9

Hey ladies I need some good advice my 13 year old daughter has stretch marks on her waist and her inner thighs and on the back of her thighs and I'm trying to figure out like what is going on can someone tell me what kind of stretch marks y'all think this is a do I need to take her to see a dermatologist or could I get cocoa butter to clear it up?

This a pic of her side and she is not over weight!

Last time I check she was 147 and her height is 5'9.
