Doctor can feel baby’s head - 38 weeks

So I’m dilated to 2cm and my baby has been low ever since I started to be checked.
At my apt yesterday the doctor said I can feel the baby’s head with my finger! I looked at my husband and was like omg! Lol
Is that normal when you’re dilated to 2? He said she’s ready to go anytime.
Is the baby’s head always at the opening of your cervix when you dilate?
