Foundation vs BB cream?

So I just found out they stopped making my favorite foundation Covergirl Healthy Elixir 😭 it was such good coverage and the only foundation I've found that doesn't break me out. I'm trying to find a new foundation and I'm wondering about trying Covergirls clean matte BB cream? Whats the difference between BB cream and foundation? And whats your favorite foundation that is less than $20?

BB cream is a light to medium coverage (more towards the light end) and foundation is generally medium to full coverage. 
I use a BB cream most often and have no issues with coverage especially because I also use concealer.

I use elf BB cream which is like $3-$5. Super cheap and it’s thick so it lasts a while. Then on top of that I use a drug store concealer. I think it’s true match from L’Oréal it’s like $6-$8. That gives me the converse I need without looking too caked or caked at all. The only thing about the elf BB cream is that it’s super greasy. I have really dry skin and this is greasy on me so I have to set it with a powder and then spray so the powder seeps in and looks natural.

Ive heard good things about that bb cream. Only thing i dont like about covergirl is they never have made foundation that is my shade .

That use to be my go to bb cream for the longest time. I loved it! I have sensitive skin and a lot of products break me out but the cover girl bb cream didn't. The coverage is on the lighter side but it still made my skin look so flawless and natural. And plus it helped make me not look so oily. It's also not as heavy as foundation, so it feels like your barely wearing anything.
