Are you referring to an epidural vs a spinal block? The epidural stays in so it can deliver continuous meds, and thus last longer, as labor times vary. The spinal block is for a limited time and is usually used for things like c sec where they know pretty much how long they will need you numbed. 
I'd go with the epidural if this is your first as first time labor tends to be longer than subsequent labors. Just my 2 cents.

Ive has an epidural with both my pregnancies. The first one they set me up with a box of meds and a dial that I could control - the second birth I didn’t have that.   Not sure if that’s exactly what your talking about but they were equally effective.   (I also have no idea what the true difference between the two was either.  I didn’t really care at the time I got my second one to really think to ask why it was different 😂)
