As long as it doesn't splash on anyone's belongings, and they throw away the empty cup, it typically doesn't.
However, the former power washer in me has mixed feelings about it

I always put out liquids before putting them in the trash. That way when whoever takes the trash bag out it isn’t leaking everywhere. I throw the cup away though

If it is water it does not annoy me but anything else is annoying because then you will probably step in it.

I said yes but it just all depends where and if anything that belongs to someone was in the way and I’m totally against littering.
