Is it normal for a just opened package of formula to smell fishy?

So I have been EBF for 9 months but since becoming pregnant my supply has tanked. In starting the transition to formula and just prepared a bottle. The instant I opened the package (Happy Baby Organics Stage 1) the fish smell hit me and I gagged. So I tried a bit of prepared formula and its slightly fishy but not to bad. But the smell. The is DHA but its derived from Algae and I didn't think it should smell like that since its not fish derived. Is this normal for formula? I've never used any brand before this one. Organic is important to me and I really would like the to work.
