Does a woman have the right to decide that they no longer want to do certain housework?

Growing up I remember one day my mom just decided that she was no longer going to do the dishes or laundry. She didn't work. Now being in my early 20's and moving my small family (2+baby) back in to save some money I notice my mom doesn't do any housework. She only works about 10 hours a week. She doesn't touch the trash or recycling and just asks everyone else to do it, she doesn't even look at the dishes/dishwasher, and has not once vacuumed (occasionally uses a Roomba but it needs a deep clean every few weeks). I'm constantly taking her laundry out of the dryer for her and washing the dirty couch pillows and vacuuming the chairs from pet hair. We basically keep the house clean without her, but my family and I have our own separate part of the house to keep clean.
