Yes. Even without eggs, salmonella can come from the raw flour

You can make edible cookie dough without the raw egg. They even caution you to toast the flour on a low temp in your oven because raw flour can carry tons of germs too. Raw eggs can carry thousands of bacteria that could make you sick. We ate raw dough growing up and never had an issue with food poisoning but it's also far more likely you will get worms/ parasites from raw dough with eggs in it. Its up to you to take your chances with it. You could get food poisoning easily at some point or get a really bad case of worms that leaves you sick and drained.
