Should churches be forced to obey mandatory reporting laws- Melbourne

So this came up while reading about Melbourne City counsel is taking a vote whether or not to put "Warning" signs in front of churches that their child may not be safe in these locations due to Churches willingness to hide and not report child sex abusers. The counsel man bringing this up used to be a pastor and left the church, he admitted he himself was a victim of child abuse.
