Umbilical cord question

So my baby boy is 3 weeks 2 days the main part of his umbilical cord fell off but there is still some left (picture below) I have never had this happen (this is baby #5) is this normal? Should I contact his pediatrician? Are baths okay with this part still there? Please help! It's a little blurry cause he was wiggling if you need a better picture let me know. Thanks
