What is this on babys face?

My daughters 1 month old and has these, red bumps on her face. At first it started to look like baby pimples, now it looks like a rash or super dry skin???

My daughters doctor swore for almost 2 months she had baby acne.. hers looked just like this and turned out to be eczema. Try a little bit of hydrocortisone for the first day/2 days then get all natural soaps/lotions. I swear by Aveeno un scented baby wash, and Aveeno eczema therapy lotion. Also, switch to free and clear laundry detergents if you don’t already use them.
