Should I complain about my driving instructor?

He doesn’t teach me right and my parents still want me to practice with him. When we practice he tells me about his ex wife and male hookers and how he’ll be in jail or dead if he didn’t straighten out his life. He also was supposed to drop off my permit to me but he didn’t Bc he was too busy packing for Florida with his family and his ex wife. He also was supposed to take me out practice driving before my driver test and he didn’t, so then I failed. He also blames my parents for not practicing with me even though he’s the driver teacher he’s supposedly teach me. He also says things he’s not aware of. One time he was taking about suicide and I started crying then he didn’t know why I was crying, and told me he forgot what he said then he told me that whatever gets said in the car stays in the car. My parents also won’t let me switch drivers or refund the money back because each driver has their own style of driving which isn’t a good reason to force me to take lessons from him. My parents also have financial issues which doesn’t help at all. They even said they’ll pay for more lessons (which I don’t think they should) because when they do it’s just having him get more money for not teaching me right. I even told him I was in special Ed classes and he told me that I’m not special ed that it’s the schools way of funding.
