Can you make chili with refried beans?

We have meat, black beans, refried beans, dice tomatoes and spices....will it work...
We are fairly poor.

I would not add the refried beans. The meat, black beans, and tomatoes should fill it out enough. Save the can of refried beans for another meal.

Layer your ingredients as a Mexican-style casserole. Add some taco seasoning to the meat or add some spices that will replicate a spicy/Hispanic taste.
Save the chili idea for another day when you have all of the correct ingredients. You don’t wanna go wrong on chili, it’s too good to mess up!

The refried beans part is weird. I'd leave it out and use a can of corn and green beans instead and serve it with spaghetti or rice. Sounds crazy but it's a  yummy "we're broke and needed something" meal.

Maybe use some of the diced tomato juice & add that to give it a tomato-y taste & so it’ll be runnier
