How to give less milk when tot won’t eat food?

So I just read last night that apparently two year olds aren’t supposed to have more than like 2 cups of milk a day! And 2-3 servings of dairy INCLUDING milk! My daughter eats like nothing but cheese and yogurt! My daughter has been drinking WAAAAYYY more milk than that for ages. I hadn’t been concerned about it too much before but lately my daughter has seemed super sleepy all the time and I’m concerned it’s maybe due to her not getting enough iron or overall nutrients since she doesn’t eat a lot of food. Plus she’s been constipated a while as well - she’s still pooping regularly but it’s basically always “pebbles.”

So I’m wondering if anyone has any tips for reducing the milk amounts and encouraging her to actually eat food. This morning she’s had about 6oz of milk and a handful of Cheerios, a tiny slice of apple, and probably about 12oz of water. I made her a smoothie with cherries/strawberries/spinach/banana/oat milk but she hasn’t touched it (I made enough for both of us and I thought it tasted pretty good!).
