Does this look like the start of hand foot and mouth disease?

I'm not sure what this is. I thought bug bites at first, but my MIL said it looks like hand foot and mouth disease. What does it look like??

Has child been around someone with it?
Were you outside recently? Random pattern looks like bug bites.

It’s hard because there are different strains of it. My daughter had it a few weeks ago and she didn’t have a fever. I honestly thought it was an allergic reaction from something she touched when crawling around because the spots first showed up on the top of her feet and around her wrists. It did spread to her knees, back of her knees and diaper area though. Thankfully it didn’t travel to her mouth at all and it ended to being (what I would consider) a very mild case. If it is HFM, I hope it isn’t severe!
