Normally the bike you’re buying will tell you what age it’s designed for. I wouldn’t give my daughter a balance bike at this age as she’s still very clumsy and wobbly but she does have a scooter with 4 wheels that she adores

I gave one to my son for his 1st birthday. He would just sit on it for the first few months and pretend he was riding it but then by 16 months he started to actually move around and then by 18 months he got very good at it and zooms around really fast lol
