My daughter is 3 weeks old and is currently drinking 1.5 oz to 3 oz of formula every day. Is this a normal amount for a 3 week old baby?

There is no "normal". Your child is an individual. If this is how much your baby wants/needs then yes, it's normal! The big thing is making sure she's gaining weight as she should. If not, then your pediatrician will be sure to let you know!
