Labor or No??

Question

Does this look like I may be in early labor?? Currently 36w6d and this has been going on for almost two hours. Contractions aren’t bad but they definitely take my breath away? What should I do? I’ve been laying on my side and drinking water.. don’t wanna go to L&D just to be sent home.. how long should I wait?? Thanks in advance!
