Might be my Australian accent, but these are pronounced differently. Hal-ee and hay-lee

In the US these are also pronounced differently. So if you want the shorter A sound and to be correctly pronounced in other English-speaking countries, I’d go with Hallie.

My middle name is Haley and pronounced hay-lee. If you want hal-lee, maybe Hallie.

My best friend is named Haley and her name is hail-lee. If you just saw hale, you would say it like hail, and then the y makes the ee sound. 
Hallie would be hal-ee. 
So it depends on what pronunciation you want! I actually like Hallie better. Makes me think of Parent Trap.

Mine is Haley and I love it’s a little different I only knew one other person with it spelled the same as me. Anybody I ever meet knew it was Hay-ley though I only once got called Hollie! Lol
