What level of progesterone do you need to ovulate?

I got a blood analysis of my progesterone levels yesterday (at 7 DPO) and the results say I am at a low, but normal range. However a lot of internet articles say that you need to be above 10 ng/mL to ovulate. So I’m confused.
Is 4.8 ng/mL too low to ovulate?

My doctor says over 18 to get pregnant is her preference but you can conceive as low as 9

It means you ovulated. But that level is too low to sustain a pregnancy if you were to implant. 10 or higher is usually recommended.

I was always told anything under 10 indicates you did not ovulate. My RE and my initial OBGYN/specialist liked progesterone levels above 10, but shot for 15+ and would supplement anything under 18-20. 
Sometimes this is contingent upon the physician.

I just had mine tested yesterday. The MA said it needs to be above 4 to indicate ovulation, but below 10 would mean the uterine lining is not thick enough for sustaining implantation. Mine was 9.7, so they have me doing Prometrium twice a day to try to increase my progesterone.

What would you recommend I do next? Should I request clomid for ovulation or ask for progesterone pills and see if they work?
