Can effacement/dilation begin with a firm cervix?

So probably a stupid question, but I am 37 weeks today and my OB told me I'm 1cm dilated and 50% effaced. I know I can stay like that for weeks, but does the fact that this process has started automatically mean my cervix is softening and in the right position? Can 1 thing happen without the other or does it all happen in a certain order or simultaneously? Can my cervix still be firm? Is it supposed to be higher or lower when ready for labor? First timer here and i just like to be educated. TIA!
