Can effacement/dilation begin with a firm cervix?

Question

So probably a stupid question, but I am 37 weeks today and my OB told me I'm 1cm dilated and 50% effaced. I know I can stay like that for weeks, but does the fact that this process has started automatically mean my cervix is softening and in the right position? Can 1 thing happen without the other or does it all happen in a certain order or simultaneously? Can my cervix still be firm? Is it supposed to be higher or lower when ready for labor? First timer here and i just like to be educated. TIA!

If I remember correctly,  effacement happens before full dilation can occur. You can be semi dilated, but until full effacement, no baby

Simultaneously I believe. The cervix begins to soften before it changes

I don't have any advice unfortunately as I am not sure myself. 
But I did have a similar question lol, can dilation happen without effacement or do you have to be partially effaced for any dilation to happen? I'm not a first timer but I'm stumped on this and really curious lol. I'm 1cm dilated, but I wasn't told if I was effaced or not!
