Can I use setting spray AND setting powder?

Question

I currently use Laura Mercier translucent setting powder, but it tends to leave me looking white (and I'm tan). 
I saw a video of Sofia Richie's where she only used it on problem areas, then used a face mist after. 
Was that mist a setting spray? She didn't specify exactly. Is it possible to use the powder AND the spray at the same time? Won't it look cakey? I'm buying a spray tmrw so I wanna know if it's worth it.

If you’ve dry skin, I would recommend setting with powder only in places you have applied concealer (the same concept as baking). Then after applying the rest of your makeup, you can use your setting spray! If this leaves you looking a little dry (as it can me sometimes) a hydrating mist is always a food option. I love Mario Badescus cucumber & aloe facial spray, although they make about 5-6 different ones I believe.

I use the same makeup, use the powder (Barely!) in areas where you get either oily or in my case I get fine lines(smile wrinkles🙄) and then spray! The powder will only make you white if you cover your entire face extra so just put barely anything on the brush I promise you your makeup will look amazing! Oh and put blush/bronzer on after powder to give your face that better color
