I don't live in the US, so I don't know how it's used over there. 
I've come to learn that your experience with Tinder depends greatly on what you want and the people you interact with. Sure, it's mostly used as a hook up app but there are people there who are looking for a relationship.
I've had some interesting experiences with it (that made some pretty good stories) and in the end met my boy friend there (who is the sweetest man to ever exist) a couple months ago. 
So I say give it a shot! Just be weary of the fuck boys and stay safe!
