Why my brother has hiv and his partner does not have they never use condom and found out 4 months ago.we cant understand

Are u upset that his partner doesn’t have it? Cause it kinda seems like it🤔 they need to use protection for this very reason, and as the other comment stated it could just be too soon for it to be detected in his partner.
