When's best to start

When is the best time to start potty training? my boyfriend wants to start at when our son starts walking but I read 2 1/2 is the best time my cousin son is about to be 3 this year and is still in diapers and I don't want our son to be in diapers at 3 I figured pull ups were best to start potty training
