Advice please!!!

Hello everyone, so I called the apartment complex and complained about nothing has been done about my apartment always smelling like weed . I called the cops on my neighbor the other day it was 1am and my wall was vibrating of the music . I called and told her i’m of complaining and nothing being done . I have talked to the Highest manager and nothing . My biggest problems is like 3 months ago they installed new toilets and they stained the carpet like bleach or idk what it was . So, the carpet has a big stain I called and asked them when will it be fixed . The lady that was there is no longer working in the office and the manager recently quit . So, I’m so annoyed because the new ladies have no clue . Later, I know they will want to charge me . I called , today and told her about everything and she said I will notify the manager of your frustration. If they come and fix something they leave a mess and I have to clean it . She said write out a email stating your frustration . I don’t know how to start the email she said , she will be forwarding it to higher up . Please help how to write it out professionally .
