No Federal income tax withheld on w-2?

Basically me and my husband worked the same part time job last year as well as the year before. In 2018 he made $8189 and I made $8054. His w2 form from 2018 had federal income tax withheld ($72.60) mine was blank for some reason but I hadn't questioned it at the time because we were young and it was our first time filing jointly and my first job. We had been given extra work from our job at the time which is why we made more in 2018. Now 2019 he made $6042 ($0 federal income tax withheld) and I made $5417 ($0 withheld like last year) I figured nothing came from mine like last year so their should be no problem but my husband didn't get anything withheld this year which was confusing because his definitely got withheld last year. I don't really know alot of taxes so that's why I'm asking. Oh and it's Saturday so I can't even call to ask anyone.

Our job never really sent our paystubs to us unless we asked and we never needed it so I never usually asked. But we were let go in Dec of 2019 and given our last paystubs and what do you know they didn't withheld any federal income tax on them so that means they most likely did that all year. I just recieved our w2 forms today and was filing for taxes when I realized this?

I had read somewhere where same thing happened to someone and they only made $5500 that year, someone said you had to make at least $6200 to federal income tax or something like that. I'll show screenshot. Idk if any of its true though

Any advice?
