How to discipline a 22m old?

I am at my wits end! I try to calmly talk him through it or just flat out ignore the tantrums. But he is a nightmare to take out. It’s so embarrassing. He won’t hold anyone’s hand and tries to touch and climb everything and throws a tantrum when told no and explains why he can’t do that. If you hold his hand then he tries to pull away and sits down and starts crying and melting down. I’m just losing my mind. He cries all the time about everything 😩. I don’t know how to handle these out bursts. Any advice or book recommendations?
