When he reached the MAXIMUM weight to rear face in his carseat. It's recommended to keep them rear facing as long as you can because their spines are better protected that way.

When he max out the hight or weight limit. In Norway it's also recommend to rear face till minimum 4 years old. Fun fact; In 2019 nobody under 18 died in a car crash here.
