Maybe tighten the straps a little? I always know I have my LO high enough when she's "close enough to kiss!"

To be honest this doesn't look like baby has enough hip support; her legs shouldn't be hanging like that. Her thighs should be supported up to her knees so they're in a wide M shape (with the middle of the M being her butt and the two ends being her feet). 
And I agree that she's a little too low.
