Is it okay to give him a bath with his belly button like this? His cord just fell off!

I personally waited until the belly button was completely healed before giving a proper bath.

I gave my daughter a bath a day after it fell off but i made sure that i dab it soon after the bath and air it out for a bit.

It can still bleed for up to 2 weeks doc gave us all clear when ours fell off just told us to make sure its dry afterwards and just to give quick baths for a littke while til it was fully healed and closed completly
