Boyfriend goes soft before sex

So me and my boyfriend have been dating about 7 months and we’ve tried almost everything other than sex. Whenever I get out condoms (after foreplay ) he gets really nervous and just goes soft. He says he really wants to do it but I think he now expects to go soft each time it happens and then it does? I’m not really sure what to do. It’s happened around 5 times now.
