Why would you punish your teen for doing something that is natural?

Punishment is not the way to go. It’s ok to express disappointment in choices but the only thing to do is make sure they are properly educated. Punishing a child is A quick way to make sure they never come to you should there be an issue.

He’d be educated on sex and protection plus getting tested for stds . Whatever happens then they’ll have to deal with their choices. So if my son gets a girl pregnant from a broken condom then it’s his responsibility to handle it. Just like it’s his responsibility to ask if the girl has been tested and is on birth control. If he doesn’t then it’s on him.  
If it’s not allowed in the house then it’s either they respect rules or move out 🤷‍♀️. Teens think they’re grown enough to handle sex when they’re honestly not. You’re the parent not their friend.

Punishment? You’re kid will continue to have sex regardless of punishments, if anything it will make them resentful, embarrassed and untrusting to come to you about questions or concerns. I would provide the option for birth control/condoms and talk about it openly. Answer any and all questions and make sure they feel safe. Give them advice and information as they may be to embarrassed to ask themselves.

My mom made me get on birth control when she found out I had my first real boyfriend (sexually active)
She gave it to me every day and watched me swallow lol 
It was either that or have a chance of me coming home pregnant cause regardless I was going to be having sex, that’s just how it is. I was 14. I plan on being the same with my daughter
