Best baby shoes?

My LO is required to wear indoor shoes at daycare. He isn't walking but I want him in something with grip and that stay on his feet/are comfortable. Help! 
If his feet are 4 inches does that make him a size 4??

Here’s a guide for baby shoes. My daughter is a size 4. You could go with moccasins or pedi ped makes good shoes for babies

I love Pediped just bought a pair for my son last week. If its possible it is good to check the length but also the width of the shoe so the foot has enough space to move. Pedipeds are very soft and wide. Its also good to have some space extra or have two sizes at home because their feet grow pretty fast in the beginning.
