The earlier the better! Hell, you could apply for fafsa while you're applying to several colleges. You put down the school's you may be attending and they'll send your info to each. But you really want to get it done as soon as possible

I applied after I got accepted to college and the college sent out info emails! I would definitely apply for scholarships outside of the school though. You should apply to as many as you can because you never know! My freshman year I got a 1000$ scholarship from a local company that I didn’t think I’d get. Now in grad school it’s hard to find scholarships 🙄 so get them while you can!
