Hcg levels

I went Tuesday for blood work came back Thursday for another ultrasound they said my lvl are 13000 didn't say anything about heartbeat . friday i went to er thinking miscarriage doc said heartbeat was 97 HCg was 13000 6 weeks pregnant. But what does the highest mean ? I'm so confused
