The vagina is a muscle, but people always seem to say that followed by “it doesn’t loosen”, which is false. Muscles weaken. Muscles will deteriorate if they aren’t used. Kegels exercise these muscles. Your vagina isn’t going to turn into a black hole, but I’m sure as you get older things change.  
You’re 23, you’re fine! He may have had a previous partner that was “tighter” and that’s why he’s saying that. That doesn’t mean anything is wrong with you.

The vagina is a group fo muscles. It stays tight or loose depending on how much you work the muscles. Aka Kegels

Actually certain hormonal changes can alter the way a vagina feels. Low estrogen can even lead to vaginal atrophy. I recommend making an appointment with your gynecologist to discuss further. They can also recommend some exercises that will help if it’s not hormonal. 
But just like our skin and other muscles change with age, so does the vagina.
