Were my neighbors right in calling the cops? Some are arguing hes just a kid.. three others say this kid is the school bully in their kids class.. hes recklessly riding his dirt bike and tearing up grass... thoughts?

From the police today, this kid has wracked up 15 charges including destruction of property and attempted assault and assault and harrassment and running from police... he crossed 4 different subdivisions and has evaded police.. medics had to respond to 2 kids getting kicked from their bikes by him going at fast speeds (non life threatening)... just sounds like he broke and went bonkers... hope he is found and given the help he needs..
