If him and I haven’t started dating yet but told eachother we’re interested in eachother and he was sexting his ex again, is that cheating if we aren’t together yet?

It is however a sign that he isn't super interested in you though, regardless of what he's telling you. If he was- he wouldn't be hitting up other girls at the same time

Well definitely not treating consider you're not together however like others have said it's a huge red flag. because. 
I know that when I said I was interested in my significant other and he told me it back I was totally focusing all my energy on him but then again he's single and he's playing the field and he's totally allowed to do that
