Do you think “i love you” and “im in love with you” are different?

So I believe that loving someone and being in love with someone are different things/stages. I believe that love is like stage 1 and then falling into a deep(er) love with the person is a stronger feeling , sort of taking the relationship further. If that makes sense? One of my friends agrees w/ me that they are different, while another friend believes love and in love are synonymous
There are no wrong or right answers ! I’d just like to see ppl’s opinion on this.

You tell your mom I love you. you don’t tell her your in love with her. Very different.

Both different because they have different meanings. 
I love you is more of a everyone word if you can understand that. I love my mom so I say I love you. 
I’m in love with you is more of a deeper meaning to I love you. It’s still I love you but you are attracted to them. 
To sum up its based on attractions. Like if I told you I’m in love with your hair.  I’m attracted to your hair/hair color.
