Could be Exczema. Mine & my son's looks like that. Pedatrician prescribed Triamcinolone Acetonide ointment, it's a steroid, I believe. Works wonders. Allergy medicine can be very helpful, though your LO may be too young. Definately send that pic to your pediatrician if you can.

My daughter developed a reaction to Johnsons & Johnsons baby lotion after a month of using it just fine! We changed her to dove & rash was gone? 
Def ask your pediatrician but maybe take things away...don’t use a lotion for a day or a shampoo and see if anything changes

Having same but only on face it comes son goes I can’t tell if it’s drool rash or hear rash or eczema

My daughter had a red rash like that and it was worse under her neck I bought  this shea butter chamomile and argon oil soap and shea butter lotion that's all I use now and her skin is perfect

Any improvements? My son had something similar. It was flakey and rough on his face and then body had red bumps with rough spots too. Peds said it’s heat rash but it didn’t go away. So we decided to try the aveeno baby eczema balm (still using it daily- small amounts of it. I gently 
massage my son with it before bedtime. I usually do it after bath time. Now it’s gone! Hope that helps
