LO is fussy

My LO is always fussy from 8pm-10pm-- every night. We have tried to establish sleeping routine and in these hours nothing can pretty much console him. He is fed, changed, burped, swaddled and given the paci. Nothing seems to work. We tried taking walks, sitting on the glider, nursing just for the sake of it. He just goes hysterical. However, as soon as 1030-11pm hits, he sleeps good.

What else can I do? What am I doing wrong? I am desperate for suggestions and advices. Please and thank you!!!
