My new boyfriend covers my breast when men walk by. Is it weird?

My new/ current boyfriend covers my breast when men (even men in his own family) walk by. It makes me feel very uneasy when he does this. I have large breast and I cannot help if guys look at me like that. My ex boyfriend was abusive. My ex was so controlling about what I wore and constantly called me a slut. Now I feel uneasy when my current bf trys to cover me. He is kind to me. He is not rude about it but it still makes me uncomfortable. He did not want me going in the gas station one day because he thought my black dress and boots were to sexy looking. He just says he does not want men to look at me. I feel scared inside. I am afraid he will become controlling like my ex.
