Bag under eyes

Hello, so i have aleays had bags under ny eyes my whole life, i am 25.. ehen i was small the dr would tell me they were allergies ❓❓ also under my eyes as you can see i have little white dots i feel like if i squeeze them, white stuff would come out but it doesn’t .. any tips on how to make the bags a little unvisable !?
