Mother didn’t take her 18 month old to hospital

Hello my friend chasity messaged me and told me one her friends messaged her today and told chasity her baby daddy little boy slam her daughter head on the floor she started throwing up afterwards and wanted to go to sleep now she has a big ass knot on her forehead the mother has not yet taken her little girl to the hospital I am very concerned what should be done ? And here is a pic of the knot also.
