would you consider a 5’4” (163cm) woman to be short?

I’m 5’4” and my family always teases me for being short, I don’t mind because we always joke around and I also don’t think being short is bad in anyway. My little brother is about 6’ and we always joke my shoes look like baby shoes next to his. 
So I’m just curious to see if everyone would consider me short, or if it’s just because I live in a family of taller people. 
I would consider myself to be average height, so I would say “not really” but I’m curious to see what you all think!

It depends on everyone’s height for this opinion. Like a girl 4’11 is gonna day y’all but a girl 5’9 is gonna day short. I’m 5’7 and that’s why I said short. But if I was 4’ anything I would say tall￼

Depends on who you’re standing next to I guess. I’m also 5’4” and next to my cousins on my dads side, I’m a shrimp (they’re all over 6’). Next to my husbands family tho, I’m tall (they’re all under 5’8”).
In general, 5’4” is pretty average tho.
