Do you shampoo or condition first?

It even says on the bottle of conditioner "after shampooing". Also why would you condition dirty hair?

I shampoo and rinse then use conditioner and let it sit until I wash and shave then rinse it out.

Shampoo cleans your hair. But it also strips it dry. So you need to condition after For moisture. 
That’s like asking if you should lotion or soap first. Soap first and then moisture/lotion after so your skin isn’t dry

Shampoo strips the oils, so it’s important to condition after to replenish some of that. I tend to only shampoo my root area and then condition everywhere else.

I use conditioner 1st the  shampoo. Unless I'm doing a hair masque then shampoo 1st. 
If I use shampoo 1st as soon as my hair dries it is oily like I havent washed it in like 2 weeks. I tried conditioner 1st once and I can go like 4+ days without it looking too oily.
