Is the way my dad treats his dog normal?

My dad has always been like this with every animal. If the dog is grooming (licking, scratching) itself, he’ll yell at him and tell him to stop. If the dog is drinking a little more water than normal, he’ll yell his name and make him stop drinking. He yells at the dog for being near him. But when he wants to pet the dog, he’ll push the dog to sit when the dog doesn’t want to sit. Like he’ll physically push the dogs but down and roughly move him to where he wants him to be. I’m just wondering if this is normal because I don’t see other people doing these things? The first thing I mentioned especially bothers me. It’s just something animals do since they can’t use their hands to reach and scratch or wash their hands or something.
