What changes should be made in the US and how should it be implemented?

After listening to a podcast today, I was asking myself a question and hope some of you can shed some light. What exactly is it that the current situation and BLM needs in order for it to be successful and the country to be united and peaceful? 
I’m not talking about words/ slogans like justice or equal rights but rather  actual plans and how these could be implemented so that people would feel heard and satisfied with the changes?

We need holistic changes to how society functions, not just a few more body cams and bias trainings. We tried those, it’s not enough.

First of all, this:

There is no single answer. This whole country needs to be fixed. There are so many things that need to be done, but to do one, you need to do fifty others first. 
Better education is genuinely needed. There needs to be a course or part of a course in schools that teach accurate history, privilege, and equity versus equality. Additionally, higher education needs to be more attainable for all economic groups. The cost of a college education is absolutely ridiculous and prevents people from getting degrees that could be turned into extremely valuable jobs. No one wants to spend $75,000 on a degree and make a shitty wage once they leave with a ton of debt with high interest rates. 
The police need to be defunded. Not completely, in my opinion. But we need to invest more funding elsewhere. We need to change how the police system works, what their goals are, and how they approach incidents. 
There’s just a lot. I don’t think it can all be worked out on a Glow post.

Number 1.  The president shouldn’t be allowed to use nazi symbols to; fear-monger; pander and incite his followers to stand up with him against antifa (which doesn’t exist beyond his idea of it existing).  Start there.
Also I don’t think equal rights is just a slogan.

Here are some I’ve thought of and have commented before:
Require police officers to attend college or some other kind of extensive training. Have them learn the history of law enforcement in this country, like the fact that police officers were also slave catchers. I feel like if we require longer training and stricter requirements, this will help get out the people who are just in it because they have a superiority complex. For example here’s what I saw on FB today, this is what other countries implement in order to become an officer:

In terms of guns control: 
People should have to take a test about gun safety to purchase a gun. Just like you have to take a permit test to drive a car. A car can kill someone and so does a gun, but there are no tests for gun safety? (That I’m aware of.) I’m not saying no one should own guns, I used to think that way a while ago, but I’m in support of informed and responsible people owning guns, and I feel like taking some kind of safety test would only further insure that people are responsible with them. 
I also think reparations should be given to black people because of slavery. Natives have been given reparations so have Jewish people so why not black people? There needs to be reparations. (Also I understand no amount of money can fix or make what happened okay, but black Americans deserve it after everything they have endured.) 
These are just a few I’ve been thinking about but there’s a lot more wrong with this country lol
