Ingrown Hair and Discoloration of Vulva!

I have been battling with ingrown hair for a very long time and due to this it leaves dark spots on my vulva. I have tried shaving with razor, clipper and shaving cream but whenever the hair starts to grow, some turn into ingrown hairs. So now i basically just trim the hair with a pair of scissors. But i still wish i could shave. I don't know what to do again...

I need suggestions please on how to prevent the ingrown hairs when i shave and also what to apply to repair the discoloration on my vulva
